"Providing Hometown Reliability"
The Board of Public Works convened the regular session at 8:30 a.m. at the Marshall Municipal Utilities Business Office. Board members present were Ken Bryant, President; Jim Heinzler, Vice President; Spencer Fricke, Secretary; and Chuck Hird, member. Also present was City Councilman Ron Duvall.
The agenda was approved as presented. General Manager Kyle Gibbs reviewed the safety briefing. The minutes of the previous meeting were approved as printed on a motion by Mr. Hird, seconded by Mr. Heinzler.
Environmental Services Director Ginny Ismay explained that the Wastewater Treatment Plant lost power in the evening on February 19th. The generator did come on and ran for about five hours until it ran out of diesel and shut down. The pumps at the headworks did not come back on, causing raw sewage to back up in the basement of the headworks building. The Chief Operator came in the morning of February 20th and turned the pumps back on since the power was back on in the plant. This event is being evaluated and damage assessed. Electric Distribution Director Jeff Bergstrom indicated there are some adjustments that need to be made on the electronics for the generator controls.
Underground Facilities Director Monty Chase told the Board that MMU started receiving complaints about discolored water on the night of February 16. Testing revealed there was a high amount of iron in the water. The discoloration occurred in areas throughout Marshall. Analysis of the water indicated it was safe to drink and not a danger to the public. Underground Facilities crews flushed water mains in various parts of town for several days and the water eventually cleared up. The cause of the surge of iron into the water distribution system is not known.
Electric Production Director Jim Johnson reported the request for bids for the Power Plant roof replacement and equipment removal have been sent out. The pre-bid meeting is scheduled for March 11 and the bids are due March 25, 2014.
Electric Distribution Director Jeff Bergstrom reported Poor Boy Tree Service now has two crews working on the tree trimming project.
General Manager Kyle Gibbs indicated the Region F Solid Waste District has more grant money available this year than in recent years. MMU management is evaluating possible uses for a grant.
General Manager Gibbs has been working on changes to the net metering policy that will necessitate modifying MMU’s General Rules and Regulations.
On a motion by Mr. Fricke, seconded by Mr. Hird, accounts payable were approved and warrants ordered issued from the following funds:

The next Board meeting will be held Thursday, March 13, 2014.
The Board voted unanimously to adjourn the regular meeting at 9:05 a.m. to go into executive session to discuss matters under Mo Rev. Stat. Section 610.021 [1] (Supp. 2009) concerning legal, confidential or privileged information.
